Before a single theory question was written, the sources were gathered in one place and gone through section by section.
Sources first
I gathered the Road Traffic Act, the driving licence legislation and Traficom's regulations in one place. Section-by-section notes were made on the Road Traffic Act, and each one links to the official text in Finlex. Work on the questions only began two days later.
Every question is tied to a specific section of an act or a specific provision of a regulation. A mere reference to the Road Traffic Act is not enough. When a provision changes, you can see straight away which questions the change affects.
